John Holland / ARTC – Euroa Bridge (North East Rail Line Upgrade)
Bridge and track access for the North East Rail Line upgrade, built within tight shutdown windows.
Civil and infrastructure projects don’t move to suit the scaffolder. Rail possessions are locked in months ahead, bridge works run inside tight shutdown windows, and treatment plants have to keep operating while you work. First Scaff plans every scaffold around those constraints, so access is ready when the window opens and the site is clear when it closes.
We work with principal contractors, rail operators, water authorities and councils to deliver engineered, independently certified scaffold structures, from temporary public pedestrian bridges over live rail corridors to access, containment and propping for bridge, pump station and treatment plant upgrades. Every scaffold is designed, installed and inspected by our qualified team under a CM3-certified safety management system.

The same crew from design to dismantle. On rail corridors and live utility sites, that continuity is what keeps your possession windows and shutdowns on track.
From early design and engineering through to installation, inspection, handover and dismantle, we manage the full scaffold package so your program stays on track.
Engineered, independently certified designs to AS/NZS 1576 and 4576, coordinated with your survey, geotechnical and temporary works teams.
Staging planned around track possession windows, with RIW-accredited crews and work sequenced to hand the track back on time.
Hung, cantilevered and birdcage scaffolds for bridge inspection, repair, blasting and painting, with full containment where required.
Pedestrian bridges, ramps and stair towers engineered for public use, with compliant handrails, lighting and non-slip surfaces.
Access, confined-space and containment scaffolds for treatment plants and pump stations, built around live operations and site permits.
Load-rated falsework and temporary propping for bridges, culverts, slabs and structural upgrades.
In-house licensed riggers for structural lifts and equipment placement, or a build-in-place method when a crane lift isn’t viable.

Station, bridge and track-side access delivered under possession controls and rail safety requirements.
Inspection, repair and widening access, plus propping and containment over roads and waterways.
Access for treatment plants, pump stations, reservoirs and pipe bridges while assets stay in service.
Temporary pedestrian links, stair towers and safe access for hospitals, schools and public buildings.
Access for substations, power and utility upgrades with electrical safety controls in place.
Every First Scaff project operates under our CM3-certified OH&S Management Plan and complies with all AS/NZS 1576, AS 4576, AS 1657:2018 and AS/NZS 4994 standards.
Over 85% of our crew hold High Risk Work Licences (Basic, Intermediate and Advanced), and our team is trained in Working at Heights, Confined Space Entry, Dogging, Rigging and Crane Operation.
We integrate detailed SWMS, risk registers, handover certificates and inspection photo logs into every project for full transparency and traceability.
Client: Martinus Rail | Project: Inland Rail – Albury to Parkes (A2P) Enhancement
Martinus Rail needed a temporary public pedestrian bridge to keep the community connected across the active ARTC rail corridor at Cassidy Parade. The structure had to clear-span the corridor, connect to more than 84 m of ramps on steep embankments and be fully enclosed for unsupervised public use.
When the rail possession for the bridge works was cut from five days to two, and a crane lift wasn’t viable, our team developed a staged build-in-place method using the Proscaf modular system. The towers were raised outside the possession, the bridge link was assembled over temporary scaffold, and the support was removed once the span was braced and freestanding, leaving the track clear for the scheduled test train.
“First Scaff demonstrated the technical competence, planning discipline, and site professionalism that a project of this complexity demands.”
