John Holland / ARTC – Euroa Bridge (North East Rail Line Upgrade)

As part of the A$235 million North East Rail Line Upgrade, First Scaff was engaged to design and deliver scaffold systems, access structures and safety installations supporting bridge works along the Victorian rail corridor.

At the critical 151.772 West Track Bridge in Euroa, the team installed complex scaffold systems and refuge towers to provide safe and efficient access for rail maintenance teams. Temporary fencing was also erected to maintain rail safety compliance and protect the surrounding work area.

The project formed part of John Holland’s broader delivery program for ARTC, aimed at improving bridge infrastructure, ride quality and network reliability across regional Victoria.

Technical Scope

Height

Multi-level bridge structure

Equipment Used

EWP, scaffold transport systems

Compliance

CM3-certified OH&S Management Plan; AS/NZS 1576, AS/NZS 4576, AS/NZS 4994 and AS 1657:2018 standards

Access Method

Ground-supported scaffold within rail possession

Application

Bridge access for structural strengthening and maintenance

Site Type

Active rail corridor

Key Challenges / Constraints

Rapid mobilisation, strict rail safety compliance

Environmental Control

Temporary fencing and protected work zones for public safety

Project Environment

  • Rapid mobilisation: The project required immediate deployment, with no allowance for pre-site inspection or extended planning windows.
  • Rail corridor conditions: All works were completed under strict possession windows, with full compliance to ARTC and John Holland HSE and safety protocols.
  • Safety-critical environment: Refuge towers and access scaffolds were installed to protect workers and ensure safe staging areas throughout bridge maintenance operations.
  • Community interface: Temporary fencing and clear access zones were established to maintain public safety near the bridge site.

Project Outcome

First Scaff successfully designed, supplied and installed scaffold systems, refuge towers and temporary fencing within the required rail shutdown periods, meeting all compliance and access requirements. The works were completed safely, efficiently and on schedule, contributing to the broader North East Rail Line Upgrade without disruption to the surrounding corridor program. This project reinforced First Scaff’s capability in complex, deadline-driven infrastructure environments, delivering to Tier 1 safety and quality standards.
